Envelope In Item Slot Machine?

Hey everyone, I was just wondering what this envelope I have been seeing in the item slot machine is. It's near the beginning of the rotation. I thought at first it was the alarm clock but in a different fashion or something, but that was until I actually saw the alarm clock in the rotation as well. Can anyways tell me what it does? Where you can guy it? Thanks.

It's probably the envelope you are supposed to only get in the mission 'Give Cleveland His Letter'.

Yep, the envelope is the envelope from the cleveland mission. However, it is impossible for the slot machine to actually land on it.
